കോഴിക്കോട്: അനധികൃത ക്വാറികള്‍ക്ക് സ്‌റ്റോപ്പ് മെമ്മോ നല്‍കിയതിനെതുടര്‍ന്ന് സ്ഥലം മാറ്റ ഭീഷണി നേരിടുന്ന കോഴിക്കോട് ജില്ലാ കളക്ടര്‍ എന്‍. പ്രശാന്തിനെ ഇനി തൊടാന്‍ സംസ്ഥാന സര്‍ക്കാറിന് കഴിയില്ല. കേന്ദ്രസര്‍ക്കാര്‍ കനിഞ്ഞാല്‍ മാത്രമേ ഇനി സംസ്ഥാന സര്‍ക്കാറിന് ഇക്കാര്യത്തില്‍ ഒരടി മുന്നോട്ടുപോകാന്‍ കഴിയു. മുക്കം കേന്ദ്രീകരിച്ചുള്ള ക്വാറി മാഫിയക്കെതിരെ ശക്തമായ നടപടിക്ക് മുതിര്‍ന്നതിനെതുടര്‍ന്നാണ് എന്‍. പ്രശാന്തിനെ സ്ഥലം മാറ്റാന്‍ റവന്യു വകുപ്പില്‍ നിന്ന് സമ്മര്‍ദ്ധമുണ്ടായത്. ഇതിനിടയിലാണ് ഇന്ന് കേന്ദ്ര സര്‍വീസ് ചട്ടം ഭേദഗതി വരുത്തിയത്. സംസ്ഥാന സര്‍ക്കാരിന് കീഴില്‍ ജോലി ചെയ്യുന്ന ഐഎഎസ്, ഐപിഎസ്, ഐഎഫ്എസ് ഉദ്യോഗസ്ഥര്‍ക്കും ഇത് ഗുണകരമാകും. ഏതെങ്കിലും ഉദ്യോഗസ്ഥനെതിരെ സംസ്ഥാന സര്‍ക്കാരുകള്‍ സസ്‌പെന്‍ഷന്‍ ഉള്‍പ്പെടെയുള്ള ശിക്ഷാനടപടികള്‍ സ്വീകരിക്കുകയാണെങ്കില്‍ 48 മണിക്കൂറിനകം കേന്ദ്രസര്‍ക്കാരിനെ വിവരം അറിയിച്ച് അനുമതി വാങ്ങണമെന്നാണ് പുതിയ സര്‍വീസ് ചട്ടം നിഷ്‌കര്‍ഷിക്കുന്നത്.
ഇതോടെ ജില്ലാ കളക്ടര്‍ക്ക് മാഫിയകള്‍ക്കെതിരെയുള്ള പോരാട്ടം ശക്തമാക്കാം. ഇനിമുതല്‍ നീര്‍ത്തടം നികത്തിയ ഫഌറ്റ് ഉടമകള്‍, പരിസ്ഥിതി നിയമം ലംഘിച്ച് നോളജ് സിറ്റി പണിത കാന്തപുരം ഗ്രൂപ്പ്, മലബാര്‍ ഗോള്‍ഡ് ഗ്രൂപ്പിന്റെ കോഴിക്കോട് ബീച്ചിലെ തീരദേശ പരിപാലന നിയമം ലംഘിച്ചുള്ള നിര്‍മ്മാണം തുടങ്ങിയവയ്‌ക്കെതിരെ മുഖംനോക്കാതെ നടപടിയെടുക്കാന്‍ ജില്ലാ കളക്ടര്‍ക്ക് കഴിയും. തങ്ങളുടെ ഇച്ഛയ്ക്ക് അനുസരിച്ച് പ്രവര്‍ത്തിക്കാത്ത ഐഎഎസ് ഉദ്യോഗസ്ഥരെ സ്ഥലം മാറ്റാന്‍ ഇനി സംസ്ഥാന സര്‍ക്കാറുകള്‍ക്ക് കഴിയില്ല. കേന്ദ്രസര്‍വീസ് ചട്ടം ഭേദഗതി ചെയ്തതോടെ ഐഎഎസ് ഉദ്യോഗസ്ഥരെ സ്ഥലം മാറ്റുന്നതുള്‍േെപ്പെട ഇനി തീരുമാനിക്കുക പ്രധാനമന്ത്രിയായിരിക്കും. രാഷ്ട്രീയ പകപോക്കലുകള്‍ പേടിക്കാതെ സര്‍ക്കാര്‍ ഉദ്യോഗസ്ഥര്‍ക്ക് ജോലി ചെയ്യുന്നതിനുള്ള സാഹചര്യം ഒരുക്കുന്നതിനായിട്ടാണ് സര്‍വീസ് ചട്ടത്തില്‍ കേന്ദ്രസര്‍ക്കാര്‍ ഭേദഗതി വരുത്തിയിരിക്കുന്നത്. ഐഎഎസ് ഉദ്യോഗസ്ഥരായ അശോക് ഖെംക, ദുര്‍ഗ ശക്തി നാഗ്പാല്‍, കുല്‍ദീപ് നാരായണ്‍ തുടങ്ങിയവര്‍ കേന്ദ്രസര്‍ക്കാരിനുമേല്‍ സമര്‍പ്പിച്ച പരാതിയുടെ അടിസ്ഥാനത്തിലാണ് ഇപ്പോള്‍ സര്‍വീസ് ചട്ടം ഭേദഗതി ചെയ്തത്. ക്വാറി മാഫിയക്ക് വേണ്ടി എന്‍. പ്രശാന്തിനെ സ്ഥലം മാറ്റാനുള്ള റവന്യുമന്ത്രി അടൂര്‍പ്രകാശിന്റെയുള്‍പ്പെടെയുള്ളവരുടെ പരിപ്പ് ഇനി വേവണമെങ്കില്‍ നരേന്ദ്രമോഡി കൂടി വിചാരിക്കണം.

Quarry owners want Kozhikode Collector shunted out: The Hindu

Popularly referred to in social media circles as Collector Bro, N. Prasanth has been waging a relentless war against illegal quarrying and sand mining.

A powerful pressure group involved in quarrying and sand mining in the district is intensely lobbying to remove district Collector N. Prasanth from the post.

Popularly referred to in social media circles as Collector Bro, Mr. Prasanth has been waging a relentless war against illegal quarrying and sand mining ever since he assumed charge in February. Now the immediate provocation of the quarry lobby was a stop-memo served on a dozen owners at Mukkom a week ago.

A few quarry owners with political backing had met a Congress minister seeking Mr. Prasanth’s ouster and the latter had reportedly assured them that the Collector would be shifted during the next shuffling of IAS officers in February.

However, a senior government functionary told The Hindu that any decision to transfer the Collector had to be taken by the State Cabinet. Sources said that the State government would not remove an admired Collector like Mr. Prasanth, also a rank holder at the all-India civil services examinations, especially when Assembly elections are due in April.

He had individually taken up multiple issues affecting the district and had been lauded for several initiatives such as Compassionate Kozhikode and Operation Sulaimani, the sources said.

The Kozhikode Collector’s Facebook page has over 1.5 lakh followers, the highest for a Collector in the country, and his social media interaction has greatly improved transparency and governance.

Previously Mr. Prasanth served as Sub Collector in the district in 2009 and during those days he had stringently acted against the quarry and sand mafia. Later he was appointed Private Secretary to Minister of Home and Vigilance Ramesh Chennithala. The grapevine is that his closeness to Mr. Chennithala would not lead to his exit unceremoniously.

However Mr. Prasanth, who is away in Thiruvananthapuram to participate in a meeting called by the Chief Electoral Officer in connection with the Assembly polls, refused to comment on the issue. An IAS officer, as a rule gets a three-year team as Collector in a district or districts depending on the decisions of the government. Incidentally, Kozhikode has a direct IAS officer after a long time with the appointment of Mr. Prasanth.

'I will not be threatened' Kozhikode collector tells TNM after RTI asks odd questions: The NewsMinute

Kozhikode: Kozhikode district collector Prasanth Nair has taken to Facebook to criticise a man who submitted an RTI query questioning the functioning of the Collector's office, purportedly in at attempt to intimidate him.

Since Prasanth Nair took charge as Kozhikode collector in February this year, he has been considered a hero among bureaucrats by the public not just because of his easily accessibility through Facebook, but also because he introduced unique projects like Operation Sulaimani, that gave food for the needy.

On Thursday, Nair put up a Facebook post on his page responding to an RTI query which was filed with his office and made light of it.

In the post ridden with sarcasm, he says that a retired police officer who was now working for some businessmen, had filed an RTI possibly to scare him, but the application had made him laugh. 

Nair told The News Minute that he believed that his strict enforcement of the law had irked many real estate businessmen as he had refused to compromise.

“People should know that this is happening. I find it a comedy and also something to think about. I used my personal account to post this as I wanted to tell them that nothing is going to work as per their will and that I will not be threatened,” he said.

This is what he said on Facebook:

“After retirement (people) should take rest. It is shameful that you find a livelihood by taking quotations from capitalists.
This is what the lion who lost his mane wanted to know through RTI: 
Under which government order collector is interacting with the public?
Under which order he dared to prepare the projects?
Is there a government order to implement project incorporating public?
Has he taken permission to give food to the hungry people?
Name of the people who ate food”
Reading all this, the collectorate was shaking with fear!

This friend makes me laugh. Though you kill me the intention of your sponsors will not work out because law will not allow that. When you had your police uniform you might have threatened poor people like this, but if the same is repeated now even kids will laugh, so please don’t make me laugh."
Nair told TNM that the RTI itself had nothing to do with his post and that the reply is given by his office officially. He however was not willing to disclose who were the 'forces' behind the RTI seeker.

“It is not about an RTI query, there are many things behind this. This person has other people behind him,” he added.

He is the only bureaucrat in the state with more than 1.5 lakh followers in Facebook. His informal and colloquial language in social media made him more accessible to the public. Though he had been criticized by some politicians for his active social media campaigns, he had a wide public support, which is rare for administrators in the state.

'Compassion and Love trademark of Kozhikode': The Hindu

CD of film on project to help lesser privileged released

Minister for Social Justice and Panchayats M.K. Muneer released the CD of ‘Karuna Cheyvan’, a short film on the message of the Kozhikode District Administration’s project ‘Compassionate Kozhikode’, intended to link those who like to help with those who need help.

In his address, Dr. Muneer said that the short film was an inspiration to those who wish to see a compassionate society around them. “Compassion and love have always been the trademark of Kozhikode. The autorikshaw driver Noushad, who recently sacrificed his life to save two people in a manhole, is a perfect example of the spirit of Kozhikode,” he said and added that the State government had plans to expand the Compassionate Kozhikode project as ‘Compassionate Kerala’ project.

‘Capital of love’

Vice Chancellor of Thunchath Ezhuthachan Malayalam University K. Jayakumar delivered the keynote address. “The biggest achievement of the Compassionate Kozhikode project is that the district administration has succeeded in convincing the public that it would support them at all times. The project has in it everything that makes this district vibrant and humane. Kozhikode is the capital of love and has the power to bring out all the goodness in people. Living for others is ultimate spirituality,” he said.

Mayor V.K.C. Mammed Koya presided over the function. District Collector N. Prashanth and Sub Collector K. Gopalakrishnan were present.

Written and directed by Mr. Prashanth, the film carries the message that small actions can cause smiles on the faces of the lesser privileged and that such actions will benefit the benefactors more.

Krishnan Sethukumar is the producer and Rajeev Vijay, the cinematographer. Music is by Sudeep Palanad.

Collector N Prasanth’s directorial debut a hit: Deccan Chronicle


KOZHIKODE: Karuna Cheyvan, the promotional video of the Compassionate Kozhikode project of Kozhikode District Administration has become a big hit on social media. The video is also the directorial debut of District Collector N Prasanth.

The video has already got nearly 2,000 likes and over 1,500 shares within a day of uploading it on Facebook. The video is getting a good response on YouTube too. The script of the video was also written by the Collector.

The video, which has already registered over 28,000 views, is depicting the feeling of compassion among the people of Kozhikode in a different way. The 3.54-minute video has no dialogues but soothing background music reminding the ‘Karuna Cheyvan Enthu’ keertanam composed by Irayimman Thampi.

Speaking to Deccan Chronicle, Prasanth said that he was happy with the response from the public to the video. “Conveying the message of Compassion through the video was a difficult task. It is difficult to say a story and to make people understand what compassion is. Visually it should draw people and give them the feeling. Though we had tried to make the video using professional agencies, the feeling of compassion was missing in those ideas. That’s how I decided to do it by myself,” revealed the ‘director’.

“The entire shooting was finished within two and half days and the  casting was from among the people who are associated with the Compassionate Kozhikode project,” he added.

The video ends with people from different walks of life from Kozhikode joining together at the Beach and releasing balloons. The video is produced by Krishnan Sethukumar under the banner Srivari Films. Rajeev Vijay did the camera work and music was by Sudeep Palanad.

It all started when the newly-appointed district collector N Prasanth put up a post on the official Facebook page of District administration on March 16, 2015 after visiting the Government Mental Health Centre at Kuthiravattam in his capacity as district magistrate.

It was pathetic, he said in the post, and more shocking was the lack of essential materials. He put out a list of 22 materials which included cots, bed pans, pillows, mugs, buckets and even nail cutters. The FB post requested people help in kind. No cash, thank you. 

“The response was tremendous, and we hot more than what we wanted,” said Mohammed Abdu Rahman, the then store superintendent of the hospital.

“And the more welcome was the change in attitude towards the mental care centre. More people and organisations came forward to launch their activities here.”

The district administration which tasted success with the first project launched more under an umbrella banner: Compassionate Kozhikode.

At present, project CK includes 17 initiatives that seek to touch the lives of the needy, and give the City of Truth and Spices another address — The City of Compassion.

“CK is based on crowd sourcing for making people’s lives better,” said Mr Prasanth, the collector. “It may be a small service for many but it can make a big impact on others. We have got a good team of volunteers and agencies for effectively running the project.”

The administration is looking for services alone from the people; it involves no direct money transactions. For some, there is provision for people to make donations.

The project has roped in the goodwill of individuals and organisations, and their yearning for social service. It is more than a charity programme where the beneficiaries are only the needy.

Instead, it is designed in such a way that those who are contributing for the cause have the reason to be happy about what they do.

Operation Sulaimani, the project that ensures that anyone who needs a meal in Kozhikode gets it, no questions asked, is one such scheme.

“We were apprehensive of the viability of Opera-tion Sulaimani when the collector presented it,” says Kerala Hotels and Restaurants Association (KHRA) district secretary Mohammed Suhail. “However, he heard our doubts patiently, addressed them perfectly, and made us confident,” he said.

There are still a few complications, but the programme is running effectively. “It gives us immense pleasure to be part of such a wonderful programme,” he said. People makes voluntary contributions for the sustenance of the project.

Pain and Palliative Care Technical Advisor Dr Suresh Kumar, who is closely associated with the project, is of the opinion that CK is a project to nurture compassion in all citizens.

“The real beneficiary, from the CK point of view, is the person who is able to listen to the voice of compassion within him and to donate time or items,” he said.
Given an opportunity, most people are able to bring the goodness within them to fore, Dr Suresh Kumar said. “Compassionate Kozhikode has reaffirmed this. The number of people showing interest is quite large and the interest has been steadily going up,” he added.

The District Collector’s Internship programme participants are also actively take part in running the CK. “The experience and learning  I got from CK during my internship in the last four months are more than what I acquired from my life before joining it,” said Raseena V, an engineering graduate.

“The collector involves us in the discussions and gives room for our ideas, too. It is really encouraging. I would in fact want my internship extended for a few more months.”

The mother of a beneficiary under CK’s Education Scholarship programme has a story to narrate: “My son faced no financial difficulties till seventh standard as his father used to take care of him. But all of a sudden, he got paralysed and we sold whatever we had for his treatment and there was nothing left for my son’s education. I then requested the collector for help. He arranged a scholarship for my son through CK. Now my son is studying the way he wanted to with new books and cloths.”

Project CK uses the power of electronic and social media such as Facebook to the hilt. Its website regularly puts areas where voluntary services are required. The Facebook page ‘Collector, Kozhikode’ has nearly 1.5 lakh likes; the administration get regular responses, suggestions and ideas on the page.

Anakkulam cultural centre gets power connection: The Hindu

KOZHIKODE: Call it bureaucratic activism or publicity stunt, what matters to the public is that things are getting done. True to his word while taking charge as the temporary Mayor of Kozhikode Municipal Corporation just a week ago, District Collector N. Prashanth has managed to get the Kozhikode Corporation’s cultural centre at Anakkulam ready to be opened to the public, almost.
 
A major hurdle for the centre to be opened was its lack of power connection and a ‘no objection certificate’ from the fire department. The CPI (M)-led former council had completed the construction of the structure and had formally inaugurated it in May 2015. But its attempts to make it useful failed. The cultural leaders of Kozhikode had made repeated pleas to the Corporation to open the centre for the public.
 
Former Mayor A.K. Premajam had complained that it was the apathy of the officials at the Corporation that led to the delay despite the council’s repeated attempts.
 
However, the Collector, who had taken up the centre as part of his 14-point action plan over the two weeks in power as Mayor, took matters seriously.
 
He had given the officials an ultimatum to get the power connection before Deepavali and succeeded.
The civic body remitted Rs.32,750 to the KSEB sub office on Kozhikode Beach on Monday and the connection was granted at around 3.30 p.m. on the same day.
 
The cultural centre, a pet project of the council of 2005-2010 led by M. Bhaskaran, was envisaged as an exclusive spot for artistes to conduct various programmes and rehearsals. The centre, which was completed during the tenure of the council of 2010-15 at a cost of Rs.4 crore, consists of two halls to stage plays, rehearsal rooms, space to conduct demonstration classes and interactions and a library, besides a conference hall, VIP rooms and toilet blocks.

Food with dignity day: TravelMole

KOZHIKODE: Inspired by the success of their programme, Compassionate Kozhikode has identified Nov 13th as a World Food with Dignity Day.
 
Kozhikode District Administration in Kerala, South India, has launched an initiative called Compassionate Kozhikode where the focus is "Food with dignity".

The administration in partnership with the restaurants and hotels association and civil society has ensured that anyone can walk into any one of the hundred restaurants in the district with an approved coupon and have a meal free if they don't have the money to buy one.

Inspired by the success of the program, Compassionate Kozhikode has identified Nov 13 as a World Food with Dignity Day.

How it works…

Sulaimani is a rare blend of tea with lime and warmth. Operation Sulaimani ensures that no one in Kozhikode is denied food on account of an empty or even lost wallet.

Backers of the initiative feel that anyone has the right to food without answering a series of questions in a queue.

There are more than 25 'Sulaimani' Distribution centres in 14 zones of Kozhikode district that one can get coupons. The coupons can be exchanged for a good meal in more than 100 restaurants in the district. This initiative is run in partnership with and Hotel and Restaurants association and public support.

Many people who enjoy the taste of Kozhikode often remember to donate towards the project as well.

Anyone can collect a Sulaimani Coupon from one of the authorised distribution centres. Exchange this for a meal in one of the many hundred partner restaurants and have a hearty meal with dignity. No questions asked.

A donation box is kept at these restaurants for the public to contribute. Money from this collection is consistently collected by volunteers and deposited in a bank account managed by the Hotels & Restaurants Association. Any loss of revenue incurred by participating restaurants is absorbed through the system where they match the coupons collected by each restaurants and distribution centres.
